 Sorry, Charles. That's part of the problem. Some people "reading between
 the lines" and interpreting the law to suit themselves. That's what courts
 are for. Sounds a lot like the reasoning that "the Constitution doesn't
 say I can't have an atomic bomb in my front yard, therefore it must be 
egal"
 argument.
