Yes, I check my ATI6 stats on almost every call I make to the uni.
Most of my connects have been 31200/31200, with an occasional 28800/28800 
connect.  On a few occasions, I have had a really noisy line and had a
21600/21600 connect which speed shifted all over the place, but always with
the transmit/receive values the same.  These modems may indeed support
asymmetrical link rates, but in my experiences I have NEVER seen them use it.
