Go into the control panel -> system -> device manager
Find the branch with PORTS on it. Make sure everything in there is set up
properly (hardware flow control, 38400 or higher BPS
Also, find the modem branch (if there is one) and do the same.
Back in the control panel, find the Modems icons, and check the properties
of you modem in there.
