I just responded to you in another echo about this, but... make sure that
you ¨have the - parameter on each node you're setting up in CONFIG.SYS with
SIO.

Something like:

COM1(38400,3E8,4,-)

Very important.  That - tells SIO to share the comport with DOS. 
Otherwise, it ¨locks the comport only for OS/2-native programs.
