The public sysbol msg is indicative of an nlm that needs to be loaded before
the nlm causing the error. I would
say the 3.x version is not loading an nlm that is required, that is also
loading in 4.11

If you are binding manually you should be able to insert the bind statement
as typed into the autoexec.ncf,
as there is functionally no difference.
