The functionality you describe is denoted by the "$" symbol in
PowerBASIC. Instructions to the compiler are preceeded with $.
 
 $INCLUDE FileName$    - to include external TXT files as source
 $IF, $ELSE, $ENDIF    - conditional compilation
 
The "#" is used primarily as a FileNumber Identifier as in these:
 OPEN "I", 1, FileName$
 INPUT #1, Variable$
 PRINT #1, String$
 CLOSE #1
Are you describing the way it's done in C? I don't recognize the
conventions you describe.
