There could always be a Cycling Class in Schools. It would not have
to cover a whole period, but perhaps a portion of the Phys Ed classes
or even Homeroom class, or even Library period or what have you. It
Could be repeated periodically and after a person got their learning
skills portion and were tested on it, then they would receive a 
certificate for going to the Police for issuance of a license after
a short tour around a course designed for cyclists and Motorists,
they would have to demonstrate their learning skills on a Bike.
Would probably take some volunteers or maybe some off duty Police
to run it. There are a lot of us ol' retired Curmudgeons out here
that would probably volunteer some hours towards such a project.

Simple, if they are on a bicycle they need a license. If they are on
a bicycle that does not have the license attached, then they are in
violation and should be ticketed. Perhaps even the Parents could
be cited for letting their youngster ride without proper validation.
