Obviously, if Joe User isn't supposed to use it...  Also, look at n this:

 $ ls -l `which chown`
 lrwxrwxrwx  1 root root 15 2004-07-22 17:45 /usr/bin/chown -> ../../bin/chown*
 $ ls -l ../../bin/chown
 -rwxr-xr-x  1 root bin 33280 2004-03-15 22:08 ../../bin/chown*

So WTF make it executable by owner, group and other, if only the owner (root)
can execute it?
