They sure don't need games badly, but if they can get them cheaper than sale
price, why shouldn't they ?  I recently heard an someone talking about
different habits in the US and Hungary.  He said, that in Hungary everyone
cheats if has a good chance of getting away with it, which he has.  The
average time for the court to sentence someone is about 2 years. 
While in the US people try hard to keep the rules because you can get a court
sentence in a few weeks or months.  And the money penalties in the US are 
lso
much stricter.  Here you would get nothing if someone's dog bites you.  AFAIK
in the US you can take him to court and get huge sums of money.
