This is the FIDONet CELLULAR Echo and I moderate it. It does seem to be 
distributed to Zones 2 and 3. Although I don't mind, no one asked me.
I realize that laws vary all over the world. However, being an ECHO that 
originated here in the United States, one that I moderate, and where *I* have 
to abide by the laws the rules will be governed by the laws that are in 
effect here.
In an electronic media such as this I don't know how you could/couldn't say 
it was an international ECHO. I DO know however how I can say that it is an 
ECHO that I moderte and can lay out the rules accordingly.
