As I told before in a message that went unacknowledged, WIN 3.1x _and_ WIN
95/98 _must_ have an System.ini entry in section [386ENH] that reads
LocalLoadHigh=1 in order to provide UMBs to a DOS session. Simply add that
line and reboot. One hitch: there must be free UMB mem before WIN starts to
provide some later...
