Perhaps because USR never implemented V.FC properly? :-)

I still use V.FC quite a bit, as well as the V.34 on the BBS here I have a
V.FC which I use to call my university, etc. I think perhaps the Dataplexes
on the other end are a bit dodgy, the V.FC tends to retrain down a lot,
even down to 14.4. The V.34 doesn't do this. I might look into upgrading
it.
