You would think that a company whose core competency is software
development, and who hires only the "best and the brightest",
would have gotten their software development process under better control
by now.

Therefore one can only assume that software development is not their core
competency.  That begs the question: what *is* Microsoft's core competency?
 Illegal monopoly maintenance?  Legal arguing?  Press manipulation?  Forced
extraction of $$ from end-users?  Kneecapping?
