Bell tones are only generated in the answer sequence by the answering
modem, so it shouldn't matter what the originating modem is set to.
It wouldn't surprise me that if they did actually recognise the fact that
limiting the setting to B0 stopped HST connects (which I doubt) that they
said:-  Oh no one will want a 16.8k connect anyway...

Since when has an originating modem sent out an answer tone?  Also I didn't
know that there was a Bell standard for communication at 2400bps.
