True but it does specify the length of the MSGID in which case the one
posted still fails the test as far as compliancy is concerned.

I still believe length is a qualifier for the actual id part whether or not
hex.  Also I still don't understand the need for the id to be repeated in
caps seeing it is a dupe of the part of MSGID that is compliant as per
specs for the MSGID field.  Also for tossers that require this field to be
up to specs then these messages would always fail as to any good/bad test,
would they not?
