You've got to log in using the full context of the admin user name.

e.g. with the following layout:

Root
    (o)=ACME
        (ou)=HQ
            (cn)=admin      
            (cn)=HQ_Server    

I THINK the supervisor would have to log on using the following:

.admin.hq.acme


You may or may not require that '.' at the front depending on how your
system is setup.
