I'm using Blue Wave ver 2.30/386:

Ahh... 
I found the problem... 
BBSNETS is a QWK BBS with a 25 character subject line limit. 

If I go to a different telnet BBS, with a Blue Wave door, then I have 
the 70 character subject line. 

The 1st time it hits a QWK BBS it will get truncated though. 
Once it's truncated, it stays truncated.
