At least she knows about the dangers of diseases. Many folks who
approach me about buying birds have NO clue that birds can even get
sick! It's MUCH easier to educate someone who has the basics down
already.

Well, she didn't really "take a chance" as we would consider it. The
disease came along with the very first bird she ever purchased.
Quarantining for PDS doesn't work well, as it is a slow-developing
disease from what I've heard. And it doesn't show up on "new bird" vet
tests unless the bird is in the later stages of the disease--there is no
blood test for it. So she did nothing "wrong"; her luck was not good
with her first bird purchase.
But you ARE right in that she will be MUCH more cautious now about the
possibility of introducing any NEW diseases into her home.
