I
don't think this is the mandate of this list.

When I said "list," I meant the list of Federation worlds.  I
could come up with 150
different names, and say those are the worlds of the Federation, which
means if I want
to stick to continuity, I'd have to pick any Federation members I would
need in a story
from this list.  I'm not suggesting that we should develop a list of
Federation members
that we would all stick to.  I wouldn't want to detail all of them anyway,
since I might
need a particular kind of world for a story and I might not have had the foresight to
include it in the original list.  You always need to keep some of the background
open for new ideas.
