That's an indication that the site may be using active FTP and is attempting 
to open a TCP connection back to the remote machine for data transfer (which 
is then blocked by your firewall).  In today's hostile internet, passive FTP 
(PASV) is almost a necessity.  In passive mode, the remote system connects to 
the server and they negotiate a second port address for the _server_ to open 
for data transfer.  Since both connections are outbound from the remote, the 
firewall doesn't hose things.
