Perhaps, but then most of the stories involve a visit to just one part of the world.
In one story, you cannot see the whole planet or sample many different cultures.
The writer has to present a whole new world to the reader, and that in itself can
takes effort, but to go ahead and create multiple cultures for a world would be
even more difficult, and might get confusing.  Multiple cultures might be better
suited for worlds visited more than once, or core worlds, like those in the
Federation, such as Vulcan or Andor, or in Steve-Trek, Kent.
