Yup, this is a pretty common thing, especially for people still using
Windoze 3.1. The reason for this happening is that the SERIAL.386 VxD that
was shipped with Win 3.1 doesn't have the FIFO buffer enabled on your 16550
UART. Therefore, your comm port is getting too much to process.
There is only one way that I know to cure such a problem; that is, to get a
new serial port driver. Out there on the 'net there is a driver called
Cybercomm, which fixes this problem. It's freeware as far as I know. I
currently use it myself, and have had no overrun errors.
