The main problem is the source code isn't compilable in the state it was
released in.  It was released under the GPL so there are no licencing
issues (unless you happen to disagree with the principles of the GPL).

Some other problems come to mind:

These days people either run Windows or some flavour of Linux or BSD.
The DOS and OS/2 code is basically obsolete.  There is a 32-bit Windows
version of Maximus but I'm not sure how stable it is.

There is no UNIX port at all.

There is no TCP/IP support in the code.

So I think there is probably not that much interest in the whole project
overall.  I think most people would much rather access a BBS using their
web browser than over telnet.  I think it'd be far more interesting to
try to emulate some of Maximus' capabilities using Apache, PHP and MySQL
actually.  Not to mention much more portable and secure.
