You can blame Telstra for the 31200 connect if your Courier calls the
Netcomm as there should be no problem getting the 3429 symbol rate.  It is
only when the Netcomm calls the Courier that the 3429 gets rejected in
favour of 3200.
 
Interestingly in the latest USR courier firmware for the US models it lists
one of the changes as fixing the problem where a remote modem incorrectly
gives the maximum symbol rate.  I would assume that this is refering to the
above problem.  Has anyone with a US model tested this out?
