Hello
For just a telescope mount, I can't think of any critical issues with the
footing detailing.  Even if the footing were placed on top of soft ground
and moved a little seasonally, I think it would be stable enough during
use. Vertical reinforcement would be needed if the pier is cast separately
from the footing.
