Welcome to the club.  I am having the same problems with the same 
type of modem. 
 
Set S95=47 and it will give you a full readout of the speed and type 
of connection.  I would say offhand that your modem has negotiated 
a non error correcting connection. 
 
This would come up as 
 
CONNECT:  28800 
PROTOCOL:  NONE 
COMPRESSION:  NONE 
 
Is it the same with all BBS's or just a particular one.  If its just 
the one then the problem could be at the other end.  I had that problem 
and as a last resort (after changing modems) I managed to pursuade the 
BBS to upgrade their serial port and it worked. 
 
BTW is your modem internal or external.  internals have a built in 
16550A uart chip while externals depend of the uart chip that is on 
your I/O (serial card) card. Making msure you have a 16550 uart will 
normally help.

Yep I found telstra tech to be of no help at all.  I have bad phone 
lines apparently (noisy at times) but telstra assured me that my 
line was perfect yet I cannot get better than 26400 _real_ connect.

What setup and init string are you using?. 
 
Capture the output of AT&V and post it here. 
I set mine up at AT&F&C1&D2W2X3%E2S95=47&W and use ATZ as an init 
string.  Not perfect but seems to be working fairly well at present.
