Certianly not true in Illinois.
You are given a "reasonable" number of phone calls. And to my 18 years
experience, NO ONE has ever been denied an additional phone call, or calls.
If you have the dime, they'll let you charge calls all night long.

You may not be arrested right away, they may just interview you and send you
home and let the state's attorny review the information and charge you at a
later date.
