Usually, if it sees more than the first 16 MB, you don't have to register
memory.
Sounds more like a BIOS problem to me - even if the PC counts to 128MB, the
BIOS may still think (or only recognize) 64 MB.  Have you checked the BIOS
settings?
(What brand of PC is it, anyway?)
