I pulled out my copy of the National Electrical Code for 1987 and it states 
the following..
    "Underwriters Laboratories, Inc.
    Founded in 1894, Underwriters Laboratories (UL) is a nonprofit 
organization which operates laboratries to investigate materilas, devices, 
products, equipment, and construction methods and systems to define any 
hazards which may affet life and property. The organization provides a 
isting
service to manufactures. Any product authorized to carry an Underwriters' 
listintg has been evaluated with respect to all reasonable foreseeable 
azards
to life and property, and it has been determined that the product provides 
safegaurds to these hazards to an acceptable degree. A listing by the 
Underwriters Laboraties does not mean that a product is APPROVED."

This is what I'm refering to and if you'll notice in your qoute  it states 
that "The Manufacture/distributor Guarantees a refund" not that UL has 
Approved the product. according to the "seal". I am not trying to argue a 
point only to clear a misconception had by most folks, inculding myself.
