If we don't feel that we should, then we shouldn't make overtures to the
opposite.  We shouldn't give our public the impression that we're
"benevolent" and trying to make peace and good in the world.  We should
just lay it out the way it is:  if we meddle in people's affairs, it's
for our own benefit, not theirs.
You're attitude is that our Education system has produced things that
are good for the public, like technical advances in surgery.  So you'd
be implying that you think THAT'S the reason why we need to support
these things, for the *people's good*.  If you really want to help 
people, then it's much more effective to shift that money into making
sure to provide EVERYONE in this country with the basics of life
and basic, simple medical kits not fancy surgical procedures.
That's the real way to do good for the public.  Now, if you don't feel you
need to worry about anyone, any strangers, then don't say it.  Don't use
that as an excuse to promote the Educational system.  Just say what you
feel.  Just that you prefer to see you and your family benefit from
something instead of strangers.
