 That is true for management. I've seen incompetent management
 held on for a very long time simply because firing him would
 mean someone would have to admit to making a mistake.

 There are very few truly ineffective workers, but it's not
 unusual for workers to be ineffecitve at one position but quite
 effective at another. I've seen that. We had a woman who worked
 in packing who was very good, but failed completely as a
 mechanic.

 All it takes is objective standards and honest and competent
 management. They put her back in packing where she did a very
 good job until she retired. She was actually quite slow, but she
 is the one who taught me, reliability is often more valuable
 than speed. She got the job done reliably, and that made her
 valuable.

 Incompetent management is the real reason you can't fire bad
 workers. If you can show an honest and objective standard you
 can remove them, but that is seldom found. In a small business
 it's often just a matter of judgement by the owner, but in big
 industry the owner is probably never seen, because the owner is
 another company. And there are usually enough jobs there is
 something the worker can do competently.

 OTOH, dishonesty is always a clear way to the door, for workers,
 but I have only seen one manager fired for a serious violation,
 and he was not liked by his boss. Though I have known of several
 fired for outright theft from the company, it was stealing a
 large sum of money. Those who just tap the company for excessive
 OT, some manager do get OT, or on the expense reports, typically
 get away with it, as long as they don't push it too far.
