It sure is by my definition, especially when you consider the overall
points for the season.

That's quite a different scenario than being told to slow down on the last
lap so your teammate can pass you for the win. (and having to slow down a
LOT for it to happen.)

It's a pity that they didn't include that. NASCAR doesn't have that rule
either, but I've never seen a similar circumstance happen.  A second team
car will block for the lead driver, but that's not the same scenario at
all.
