The modem may be Austel approved, as long as certain registers/setting
contain only certain numbers.  Setting B to 1 instead of 0 renders my
normally approved modem non-approved.

It may well be the same with your mate's modem.  It may be one of those
that Telecom had a blitz on the use of a few years ago.
