The connect rate is dependent upon the phone line quality. If your tel'co has
poor lines you're going to get poor results. My tel'co has mostly fiber so I
can get 31.2 connects with my ISP (the telco) and he is about 120 miles away.
You can hear from others in this echo that complain they can't get a 28.8
connect with someone down the street from them. The problem isn't the modem,
it's the phone lines in your *area*. But to make such a wide sweeping
generality (that crosses entire continents) that the phone lines can't handle
it is incorrect.
