Try booting the system from a floppy with LASTDRIVE=Z as the only thing in 
CONFIG.SYS & no AUTOEXEC.BAT ex maybe a path statment, then run the 
STARTNET.BAT file..
If that doesnt do it, try loading VLM with a /V4 option to see if you get any 
strange error messages..
Lastly, post you NET.CFG file, maybe there's something strange in it..  Do 
you have another machine you can copy NET.CFG from that's working??
I azzume your not missing any .VLM's..
