 This goes without saying, doesn't it? :-)

Still, some people have good preforming ISP's, and if your paying a timed
rate, you want the most preformance you can get.

And if your on a timed rate ISP, and data is not being sent to you as fast
as your modem can handle it, I'd change to another ISP, very quickly.

There *are* good preforming ISPs that don't charge timed rates out there,
you just have to find them.
