Smile! You just learned a lesson in Beaurocracy and UNION stupidity. I recall 
a message once delivered by William Shakespear regarding Lawyers (arguably 
the root of ALL evil), which, as time passes, deserves far more serious 
consideration. We're having the same problems up here in Canada, perhaps once 
we rid ourselves of Unions, Beaurocrats and Lawyers, we can actually get on 
with the job of saving lives.
