Arranging the order of your team isn't 'rigging' the race. It's been a
traditional part of motor racing for ever. In the old days they could even
swap cars, so when your leading driver's car broke he could take over his
teammates and the win was a win.

Under the new rules the teams will still be able to require their drivers
don't race each other. And getting one driver past another when the leader
is cooperating isn't difficult. I don't see that the rule change makes any
difference.
