I hope this help you out.....Log in as your admin object and run Netware
administrator, doubleclick the person you want to change their password. 
scroll down until you see password restrictions, click on require a
password .click on or put a check in require a passwordand deactivate the
allow user to change password click o.k and try to log into the network as
the person.  give it a try cna 4.11
