Check your Bn command.  For example, the GVC series modems use B10 to B15
to respectively force V.34 16800 to V.34 33600 connects.

Not quite true.  The Sportster can have their maximum and minimum connects
speeds set, but the Couriers can be set to a maximum connect speed only.
