That USED to be true. But not any more. The law was recently changed.

I suspect that you called the FCC a few years back to get your
information, because it was accurate a few years ago, but is no longer
accurate today. Either that, or the bureacurcrat at the FCC you talked
to made a factual error when he answered your question.
Imagine that, a civil service worker making a mistake. I wonder how
often that happens?
