That's not correct.  Read this..
The "regular" version of Duke3D cannot be distributed in Australia.
There is a special version for sale there.  Here is some text from
Dennis Scarff, our Vice President of World Operations I received when
I asked him for a statement regarding Australia and Duke 3D.
Upon the completion of Duke Nukem 3D it was promptly sent to Manaccom,
our master dealer in Australia.  Manaccom submitted the game to the
Government Censors for a rating and waited.  Around the same time
someone in Tazmania decided to shoot up the place and if I remember
correctly around thirty people lost their lives.  This sparked a
reaction from the public as well as the Government and the decision
was made to ban all violent games.  The message to our staff was clear,
unless we produced a non violent version of the game, it would simply
not be allowed into the country.  Manacomms request for a non violent
version of the game was evaluated, and it was determined that the
effort of re-designing portions of the program then testing the
completed product would take a long time.
To this, a version was produced for Australian distribution that
has the Parental Lock Permanently on.   It is not legal for us to
sell or offer the "regular" version in Australia.
The regular version is also not permitted to be sold in New Zealand as
well.  It's more or less for the same reasons (violent content).
