V34 can connect using asymetrical link rates, so if your modem reports
28800, that only guarentees ONE DIRECTION ONLY. The connect speed in the
other direction is seen in the connect response at the other end. As well
as that, they may indeed connect at 28800, but immediately decide they
over did it, and shift down to 26400...(like in a second or two...)
