subject: htick `To` Address invalid

Hi guys,

After more trail & error it appears htci does not like sysop names in the 'To'
field of the tic file. No matter what I do, it seems the tic file is rejected
until I remove the name from the 'To' field.

For example:
Rejected Tic File: To Phil Kimble, 1:128/2{at}fidonet
Accepted Tic File: To 1:128/2{at}fidonet

HTick/fbsd 1.4.0-sta 13-10-11
'To' address (Phil Kimble, 1:128/2{at}fidonet) is invalid in TIC .....

Am I missing a keyword from my config??

 Regards,
  Phil
