It wouldn't surprise me if they have changed this requirement recently,
since the newest modems at UQ (Netcomm 33.6k rack modems) now answer after 
3 rings when the 28.8k modems they had answered after 2 rings and the 14.4k
modems answered after 1 ring.

With all of your worrying about setting of the B register and complying
with Austel regulations, did you know that your Courier is answering after
only one ring?  Remember, ignorance is no excuse. :-)
