    First  we  would  have to remove the dis-incentives. We won't do
    it  by promoting people with no desire to do 'right' unless they
    _have_  to. Our present crop of leaders is an embarassment. Drug
    addicted  entertainers  earning  more  in  one  year  than  hard
    working citizens earn in a lifetime is no incentive either. 

    With  an  economic  system  that  rewards the ones who 'get away
    with  it' we don't have a ghost of a chance convincing our youth
    to do the right thing _even_ when they don't _have_ to.
