Local council, planning department.  Ask for the planning brief proposal
If they demur claiming your not close enough, then contact one of your
ward councillors saying that you applied for a copy of the application
on whatever date, sent it in by recorded delivery on whatever date, and
the council's refused or not replied.  Give 30 days for an answer.
If your local ward councillor refuses to get the papers for you, apply
to the equivalent opposition party councillor
