Most sysops never ever make use of the perl hooks. But it is unfortunately a dependency (dynamically linked) in Debian/Ubuntu:

# ldd /usr/sbin/binkd
    linux-vdso.so.1
    libbz2.so.1.0 => /lib/x86_64-linux-gnu/libbz2.so.1.0
    libz.so.1 => /lib/x86_64-linux-gnu/libz.so.1
    libresolv.so.2 => /lib/x86_64-linux-gnu/libresolv.so.2
    libperl.so.5.32 => /usr/lib/x86_64-linux-gnu/libperl.so.5.32
    libpthread.so.0 => /lib/x86_64-linux-gnu/libpthread.so.0
    libc.so.6 => /lib/x86_64-linux-gnu/libc.so.6
    libdl.so.2 => /lib/x86_64-linux-gnu/libdl.so.2
    libm.so.6 => /lib/x86_64-linux-gnu/libm.so.6
    libcrypt.so.1 => /lib/x86_64-linux-gnu/libcrypt.so.1
    /lib64/ld-linux-x86-64.so.2

A statically linked binkd without perl for Linux would be nice.
