Blue Wave calls them Taglines. 
I believe there are a couple of places in the setup munu to control them: 

Setup/Configure Mail Reader

Preferences
 Default Preferences
  Tagline Behavior Preferences
   Tagline selection type  No Tags / Random / Prompt / Manual
   Adoption dupe check     Yes
   Tagline file name       C:\BW\DEFAULT.TAG
   Tagline adoption file   C:\BW\DEFAULT1.TAG

Don't forget to check the: 

 Packet Preference Override
 Msg Area Preference Override
