There are several available. FM/2 has an HPFS defrager, as do
Gammatech and the Graham Utilities.

HPFS is designed to resist fragmentation. If there is sufficient
contiguous space to store a file without fragmenting, HPFS will
use it. As long as your free space on the partition is at
least 20% you shouldn't suffer from fragmentation except with
frequently altered files (message base indexes and log files,
for example).
